1 липня в Києві відбувся тренінг «Системна стійкість: Посилення економіки через розвиток ринку», організований Helvetas та Міжнародною організацією праці (МОП) за фінансової підтримки Шведського агентства міжнародного розвитку (Sida) та Міністерства внутрішніх справ Чеської Республіки у співпраці з Czech Development Agency (CzDA).
Цей захід став простором для практичного опрацювання системного підходу до розвитку інклюзивного ринку праці в Україні — з акцентом на довготривалі рішення, а не лише «гасіння пожеж».
Про що говорили:
• Як перейти від реагування до запобігання системним проблемам.
• Чому критично важливо спочатку зрозуміти «айсберг» причин, а не тільки симптоми.
• Які механізми дозволяють зміцнювати ринки — навіть в умовах війни.
Фокус на довготривалий догляд:
Команда, у складі якої працювала й ГО «Ліга ділових та професійних жінок України», глибоко опрацювала сегмент довготривалого догляду. Учасники проаналізували системні бар’єри: брак кваліфікованих кадрів, непрозорі умови працевлаштування, недостатнє фінансування послуг, а також стигму навколо доглядової праці. Визначено критичних стейкхолдерів — не лише державу, а й бізнес, громади, центри зайнятості, навчальні заклади.
Було застосовано підходи аналізу «пончик» і «айсберг», щоб визначити не лише що не працює, а й чому саме — і які дії можуть змінити ситуацію в довгостроковій перспективі.
Ключові вектори рішень:
• Формування ринку послуг із довготривалого догляду як економічного сегменту.
• Визнання цієї праці — офіційно, з гідною оплатою, захистом і можливістю професійного розвитку.
• Партнерства між державою, бізнесом і громадянським сектором для створення систем підтримки.
Міжнародний контекст:
У тренінгу взяли участь провідні міжнародні експерти з МОП, Helvetas, представники міжнародних донорів та українських урядових і неурядових установ. Ми вдячні за можливість долучитися до такого важливого діалогу і опрацювання конкретних рішень.

Systemic Resilience Is Not a Slogan — It’s a Strategy.
On July 1 in Kyiv, a training session titled “Systemic Resilience: Strengthening the Economy through Market Development” was held, organized by Helvetas and the International Labour Organization (ILO) with financial support from the Swedish International Development Cooperation Agency (Sida) and the Ministry of the Interior of the Czech Republic, in cooperation with the Czech Development Agency (CzDA).
This event became a practical platform for exploring systems-thinking approaches to inclusive labour market development in Ukraine — with a focus on long-term transformation rather than short-term crisis management. It brought together both governmental and non-governmental organizations, international donors, business representatives, and experts committed to systemic change.
Key Themes:
• Moving from reactive crisis response to strategic prevention through system analysis.
• Understanding the iceberg — identifying and addressing root causes of economic vulnerability.
• Using leverage points to strengthen local economies, even under wartime pressure.
Focus on Long-Term Care:
The team from the League of Business and Professional Women of Ukraine joined the working group on long-term care — a sector critically important to both economic resilience and social inclusion. During the session, we identified key systemic barriers, such as a shortage of qualified personnel, informal labour practices, lack of adequate funding, and low societal recognition of care work.
We emphasized that care is not just a social issue — it is an economic sector with potential for job creation, innovation, and sustainability. The discussion highlighted the role of diverse stakeholders, including businesses, communities, employment services, and educational institutions, in creating holistic, people-centered solutions.
Strategic Takeaways:
• Formalizing the care economy as a recognized sector with fair standards and training systems.
• Building regional partnerships to develop care infrastructure and professional pathways.
• Engaging local authorities, private sector actors, and civil society in co-creating long-term solutions.
